Housing Element



For the past 12 months, staff has been working on a General Plan Housing Element for the City of Maricopa. The Housing Element is one of seven General Plan Elements that is mandated by California state law. It is intended to provide citizens and public officials with an understanding of the housing needs in the community and set forth an integrated set of policies and programs aimed at the attainment of defined goals.


State law delineating Housing Element requirements is found in California Government Code Sections 65580 through 65589, Chapter 1143, Article 10.6. The law is administered by the California Department of Housing and Community Development (HCD).


Once a draft housing element has been prepared, it is submitted to the California Department of Housing and Community Development (HCD) for review and approval, after which it is presumably adopted by the City Council for inclusion in the city’s General Plan. The HCD review includes and examination of city housing ordinances, policies etc to insure that the city is in compliance with various provisions of California law. The City’s draft Housing element was originally submitted to HCD in October of last year.


The original planning period for this document was from 2015 to 2023. The deadline for adoption was the end of 2015. This means that the Housing Element before the Council is approximately 18 months late in being adopted. The penalty for late adoption is that the planning period covered by the document is reduced from 2015-2023 to 2015-2019. This, in turn, means that the city must repeat the entire Housing Element Process in approximately 30 months.


On May 1, 2017, the City was notified by Department of Housing and Community Development Division  of Housing Policy Development that the draft element that the City had submitted met the statutory requirement of the State Housing Element Law.


Maricopa Housing Element was adopted by Resolution 2017-03 following a Public Hearing held at a regularly scheduled City Council Meeting on Tuesday, June 13, 2017.
